Greetings – Here is Issue 189.
The RFPs (that I noticed were) created or supplemented as a result of the American Recovery and Reinvestment Act (Recovery Act) are identified in the RFP titles.

1) Smart Grid Investments- Recovery Act
The U.S. Department of Energy announces its intent to request proposals for the Smart Grid Investment Grant Program. Through this program, DOE seeks to stimulate the rapid deployment and integration of advanced digital technology that is needed to modernize the nation’s electric delivery network for enhanced operational intelligence and connectivity. The program will support projects that promote deployment, including development of component technologies. Individual award range anticipated to be $500K to $5 million. 2) Smart Grid Demonstrations - Recovery Act
The U.S. Department of Energy announces its intent to request proposals for Smart Grid Demonstrations. Through this RFP, DOE seeks regionally unique demonstrations to verify smart grid technology viability, quantify smart grid costs and benefits, and validate new smart grid business models, at a scale that can be readily adapted and replicated around the country. Areas of interest include: Smart Grid Demonstrations, Synchrophasors, and Energy Storage. $615 million expected to be available, up to 36 awards anticipated. 3) Advanced SynchroPhasor Research
The U.S. Department of Energy requests proposals for Advanced SynchroPhasor Research. This initiative will support analytical studies and demonstration of technologies that would improve electricity reliability and market efficiency and that rely on data exchange among electric utility companies and other organizations from high-speed, time-synchronized measurement devices installed in electric power substations or at generation stations. $2.250 million expected to be available, up to 3 awards anticipated. 4) Low-Cost Lightweight Portable Photovoltaics
The Defense Advanced Research Projects Agency requests research proposals regarding photovoltaic power sources that excel in efficiency, portability, flexibility, durability, and ease of manufacture. 5) Electronic and Photonic Materials
The National Science Foundation requests proposals for Electronic and Photonic Materials. The goal of this program is to advance the field of electronics and photonics through basic, potentially transformative materials science research. High risk, high payoff research is encouraged. For example, novel materials are sought that enable low cost, highly efficient, and stable photovoltaics, solid state lighting, and displays. Responses due 10/31/09. 7) Advanced Water Power
The U.S. Department of Energy requests proposals for Advanced Water Power. This initiative will support applied science and technology development, focused on near to medium term actions that will significantly accelerate use of water-based energy technologies, thus reducing the Nation’s dependence on imported and environmentally damaging energy sources. Areas of interest include: Research and Testing for Marine and Hydrokinetic Energy; Environmental Assessment and Mitigation Methods for Marine and Hydrokinetic Energy; Research and Testing for Hydropower; and Environmental Assessment and Mitigation Methods for Hydropower. $12 million expected to be available, up to 15 awards anticipated. Tidal Power - Maine
The U.S. Coast Guard seeks a demonstration of in-stream tidal current to supplement electrical power at the pier of Coast Guard Station Eastport, ME. 10) Conservation Innovation Program – FL, CA, Caribbean
The U.S. Department of Agriculture requests proposals for the Conservation Innovation Program in FL, CA, and the Caribbean. CIG seeks to stimulate innovative conservation approaches and technologies, in conjunction with agricultural production. Areas of interest vary by state priorities but may include areas such as transitioning to organic production, farm energy conservation, and carbon sequestration in soil.

11) Source Reduction
The U.S. Environmental Protection Agency, with the exception of Region 8, requests proposals for the Source Reduction Assistance Grant Program. SRA supports pollution prevention/source reduction and resource conservation projects that reduce or eliminate pollution at the source. Areas of interest include, but are not limited to: Projects that use source reduction to reduce pounds of hazardous wastes/substances; water conservation, energy conservation; and reduction of greenhouse gases. $1.170 million expected to be available, up to 30 awards anticipated. 12) Community Health & Brownfields
The Centers for Disease Control and Prevention request proposals for Community Health Projects Related to Brownfield/Land Reuse. The purpose of the program is to identify and address public health and issues with Brownfield/land reuse sites, with a particular emphasis on identifying health issues prior to redevelopment and/or assessing changes in community health associated with reuse plans and redevelopment. $150K expected to be available, up to 2 awards anticipated . 13) Coordination of Pollution Prevention Network
The U.S. Environmental Protection Agency requests proposals or the Coordination of Regional Pollution Prevention Information Network Centers. This RFP will support the coordination of a national network of eight centers which are collectively known as the Pollution Prevention Resource Exchange. The Regional centers collaborate with State and local technical assistance providers to share pollution prevention information and training nationwide. $240K expected to be available 1 award anticipated. 16) 1890 Land-Grant Institution
The U.S. Department of Agriculture requests proposals for the 1890 Institution Rural Entrepreneurial Outreach and Development Initiative. This initiative supports 1890 Land-Grant Institution projects to provide technical assistance for business creation in economically challenged rural communities, for educational programs to develop and improve upon the professional skills of rural entrepreneurs, and for outreach and promotion of USDA programs in small rural communities with the greatest economic need. $1.5 million expected to be available, up to 13 awards anticipated. 17) Biomaterials
The National Science Foundation requests proposals for the Biomaterials Program. This program supports research at the intersection of the physical, chemical, and biological sciences. Emphasis is on novel design of biomaterials, including bioderived, bioinspired, biomimetic and biocompatible materials, discovery of new phenomena, and the combination of experiment with theory and/or simulation. General areas of interest include, but are not limited to: Hybrids and composites, multi-functional biomaterials such as photonic and electronic biomaterials, biomaterials for energy harvesting, conversion and storage, and biomaterials for sensors and actuators. 18) Contribution of Cost Share for Transportation Related Recovery Act RFPs - California
The California Energy Commission requests proposals for the American Recovery and Reinvestment Act Cost Share: Alternative and Renewable Fuel and Vehicle Technology Program. Through this RFP, the CEC will contribute cost share to applicants who are submitting proposals to the Federal government in response to a transportation-related Recovery Act funding opportunity announcements. All projects must be based in California. 19) Software to Analyze Integration of Renewables, Diesel Generation and Energy Storage
The Naval Facilities Engineering Command, Engineering Service Center seeks a software based model that can be used to analyze the integration of photovoltaic systems, wind energy systems, conventional diesel generation, and energy storage. 20) Energy Efficiency and Renewable Energy Training Programs – Appalachia
The Appalachian Regional Commission requests proposals for Renewable Energy and Energy Efficiency Training and Certification Programs. Funded projects must focus on training and certification programs, supporting the development of trained employees for jobs in the renewable and energy efficiency fields, as well as providing certified installers to the marketplace. Implementation of energy efficiency education curricula, such as USGBC LEED programs, ASHRAE programming, IECC, or other energy efficiency coursework will also be supported. 21) Renewable Energy and Energy Efficiency for K–12 Schools – Appalachia
The Appalachian Regional Commission requests proposals for Renewable Energy and Energy Efficiency for K-12 Schools. This program will underwrite costs of installing renewable energy and energy efficiency equipment in K–12 schools in Appalachia, and provide support for the implementation of associated science, environment, and business curricula in the classroom. Eligible renewable energy equipment includes: Wind, solar, fuel cells, biofuels, and geothermal systems. 22) Healthy Indoor Environments – Region 6
The U.S. Environmental Protection Agency, Region 6, requests proposals for Healthy Indoor Environments. This initiative will support project that reduce the public’s exposure to common indoor environmental hazards and address one of the following: IAQ management in schools; education of asthmatics and/or caregivers re: environmental triggers; or training individuals or organizations on environmental management of asthma so they can counsel people with asthma. 26) Transformational Energy R&D - Recovery Act
The U.S. Department of Energy, Advanced Research Projects Agency (a new DOE Agency created specifically to foster R&D of transformational energy related technologies) requests proposals for Advanced Research Projects. Transformational technologies are defined as those that disrupt the status quo; not merely better than current technologies, but significantly better. 28) Energy Innovations Small Grant Program
The California Energy Commission requests proposals for the Energy Innovations Small Grant Program – Electricity Program. EISG funds the early development of innovative energy RD&D projects.
